About the Regional Manager Role

The Regional Manager owns regional-level operations and the quality of programme delivery across the districts and blocks. The RM manages the District Managers and, through them, the Outcome Associates. The RM makes sure the programme runs on the ground as designed. This includes school entry, trainings, observation and coaching cycles, assessments and reviews. At the same time, the RM adapts the work to local needs.

In the pre-implementation phase, the RM supports the Senior Manager on state-level planning and approvals. The RM also hires the District Managers and Associates and secures district permissions. After that, the RM continues to give state-level support whenever the programme needs it.

Key Responsibilities

1. State Coordination and Programme Set-up (Pre-implementation)

  • Keep regular contact with State Education Department officials, the State Project Director (Samagra Shiksha), the Commissioner & Secretary and the SCERT team for planning, calendar alignment and approvals.
  • Follow up on the state endorsement letter, the MoU and the Department letter that names the THB as the teaching plan. Then make sure every approval reaches the district offices before field entry.
  • Secure the necessary budget by drafting the PAB.
  • Lead the hiring and onboarding of District Managers and Outcome Associates. This includes drafting requisitions, screening and interviewing with the Senior Manager / Programme Anchors and the People team.
  • Allocate Associates to blocks by language (Garo or Khasi).
  • Run a structured orientation on the FLIP model, the CRO tool and the coaching conversation.
  • Brief the DSEO and DEO in each programme district to secure district-level permission.

2. Regional Operations and Project Management

  • Lead planning and implementation across the programme districts. Keep the work aligned with the FLIP Meghalaya five-year design and the annual implementation plan.
  • Turn the programme strategy into clear district and block goals, calendars and systems.
  • Monitor progress against programme indicators and suggest course corrections quickly.
  • Plan and run district and block teacher trainings. Training content and facilitators come through the Senior Manager / Programme Anchors. You handle the venue, dates, teacher and CRC invitations through the BEO, and block-trainer participation.
  • Prepare the regional action plan and hold review meetings with block and district officials.

3. Team Leadership and Capacity Building

  • Manage the District Managers and, through them, the Outcome Associates.
  • Set termly targets and track visit, call and data-submission completion. Give real-time support when completion drops.
  • Plan resources such as Associate-to-block and school assignment, travel plans, training materials, THB/SWB logistics and assessment enumerator support.
  • Re-balance caseloads when an Associate is absent or a block has low coverage.
  • Hold regular review meetings with District Managers and Associates, including CRO calibration so everyone scores classroom practice the same way.
  • Build a culture of accountability, reflection and innovation. Hold structured learning reviews after each term and training round.
  • Build the skills of District Managers and Associates who can co-facilitate training with block-level trainers in later years.
  • Follow the staff exit protocol, which includes a documented handover and timely replacement.

4. Stakeholder Engagement (District and Block)

  • Secure and maintain block-level entry through BEO, BMC and CRC orientation, school lists, calendars and CRC participation in training and joint visits.
  • Hold the monthly programme review with block and district officials (BEOs, DEOs, DSEOs). Brief new officials quickly after a transfer.
  • Prepare CRCs for the Year 2 plan. They should be trained, join joint visits and move towards independent observation and coaching. Keep the quarterly CRC/BMC review in place.
  • Support District Managers in handling escalations with block and district leaders.
  • Represent Madhi at district review forums and support the Senior Manager at state-level forums when needed.

5. Monitoring, Evaluation and Reporting

  • Combine data and insights from all districts and blocks into the monthly programme report for the Senior Manager / Programme Anchors.
  • Review the programme dashboards every week for critical indicators.
  • Support the baseline, midline and endline in the field. This covers enumerator logistics, Associate co-observation and comparison-block protection.
  • Send assessment design and data questions to the DAPM team through the Senior Manager / Programme Anchors.
  • Record and share systemic insights on what moved practice and what did not. Use them for internal learning and district presentations.

6. Implementation Quality and Operations

  • Keep programme delivery consistent and high in quality across all districts and blocks. This covers the school visit protocol, extra support for low-performing teachers, phone coaching, weekly teacher contact, reading melas and attendance tracking.
  • Coordinate THB/SWB distribution, feedback collection after every visit and training logistics.
  • Raise all requests to the Academic, CB and Tech teams through the Senior Manager or the Programme Anchors.
  • Spot regional risks early, such as low visit completion, CRC disengagement, material delays and data lag. Then solve them quickly.
