About the Meghalaya Health Systems Strengthening Project (MHSSP)
The Meghalaya Health Systems Strengthening Project (MHSSP) is a project of the Government of Meghalaya with technical and financial support from the World Bank. It aims to improve accountability, quality, and the use of health services across the state.
Meghalaya became a separate state in 1972 and has 11 districts with three Autonomous Hill Councils. According to the project document, the state had a population of around 3 million in 2011. Around 80 percent of the population lives in rural areas, and about 86 percent belong to Scheduled Tribe communities, including the Khasi, Garo, and Jaintia groups.
The project works to improve health services in Primary Health Centres (PHCs), Community Health Centres (CHCs), and District Hospitals. It also supports better performance management through results-based and input-based financing.
Now, the project focuses on four major areas.
Area 1 – Improve Accountability and Governance
- Improve accountability through Internal Performance Agreements.
- Support better performance at state, district, and sub-district levels.
- Improve public health administration.
Area 2 – Strengthen Quality of Health Services
- Improve quality assurance in health facilities.
- Support human resource management.
- Improve biomedical waste management.

- Increase coverage of the state health insurance programme.

Scope of Work
The District Quality Assurance Manager (DQAM) will work under the Meghalaya Health Systems Strengthening Project (MHSSP). The selected candidate will provide techno-managerial support to the Project Management Unit (PMU) for all Quality Assurance activities.
The officer will also:
- Support the PMU in every aspect of the Quality Assurance Programme.
- Implement quality procedures, standards, and specifications.
- Carry out regular quality assessments.
- Improve the quality of services in District Hospitals, Community Health Centres (CHCs), and Primary Health Centres (PHCs).
- Work towards achieving the Internal Performance Agreement (IPA) indicators.
- Help achieve the Outcome Based Budgeting (OBB) targets.
- Work full-time from the respective District Medical and Health Officer (DMHO) office.
- Report directly to the District Medical and Health Officer (DMHO).
Job Responsibilities
The selected District Quality Assurance Manager (DQAM) will perform the following duties:
- Conduct periodic reviews of health institutions using State and National Quality Standards.
- Help identify gaps in health facilities.
- Prepare institution-specific quality improvement plans along with estimated costs.
- Share quality improvement plans with the Project Management Unit (PMU).
- Visit health institutions regularly to check the progress of quality improvement plans.
- Analyse quality improvement data.
- Submit reports to the District Medical and Health Officer (DMHO) and the Department of Health.
- Train and mentor health facilities to develop quality improvement systems.
- Provide technical support for implementing technical protocols and clinical guidelines under the project.
- Conduct monthly reviews of quality improvement progress together with the DMHO.
- Coordinate with the PMU for Quality Assurance activities in all health facilities within the district.
- Participate in training programmes organised by the Department of Health.
- Take part in periodic quality review programmes conducted by the Department of Health.
- Perform any other duty assigned by the Project Director, MHSSP.
